1. TECHNICAL SPECIFICATION CHANGE REQUEST NO. 34B:

The licensee hereby withdraws from consideration Pages 3/4-102 and 3/4 106 of Technical Specification Change Request No. 34A dated October 3, 1980 (TLL-493) and~ substitutes the attached changed pages.

II.- REASON FOR CHANGE REQUEST:

Table 3.3-12' contained an error in that the number of hydrogen and oxy-gen monitors for the Waste Gas (WG) Holdup System is improperly stated.

TMI-1 has one hydrogen / oxygen monitor for the WG System and, therefore, can-not comply with the specification as previously written. In the event that the NRC believes that more than one. monitor is necessary, the basis for such a need should be provided for licensee consideration. We currently believe that one monitor backed-up by grab sampling is adequate in light of the very low potential for exceeding concentration limits for 2nese gases.

. Action Statement No. 30 is also changed to be consistent with the need for monitoring and the number of monitors available. In addition, the for-mer action celled for.an. activity.that would further increase hydrogen con-centration at a time when no monitoring exists. A more appropriate action

" is to obtain grab samples and minimize activities that can increase hydro-gen concentration until the monitor is returned to service.

III. . SAFETY EVALUATION JUSTIFYING CHANGE:

The Safety Evaluation for Technical Specification Change Request No. 34A remains' valid and is applicable to this change.

In addition, the potential for adverse.ccecentrations of hydrogen and oxygen in the WG System is very. low. A nitrogen overpressure is maintained on the WG. headers; therefore, the only source of oxygen in the system is from the RCS. .The RCS is maintained with about 20cc/kg hydrogen in solution in order.to eliminate. oxygen. .The source of hydrogen in the WG System is the RCS due to letdown evolutions. When letting down coolant, the volume of the WG System (bleed tanks and vent neader) must at least equal the volume of coolant

- letdown in order to accomodate the amount letdown. Therefore, in order to exceed.4% hydrogen in the vent header, assuming 100% degassing, RC hydrogen

! concentration must exceed 40cc/kg.- Normally..the available volume for

. letdown greatly exceeds the volume of coolant letdown. The RCS hydrogen concentration also rarely exceeds 25cc/kg and is essentially limited by the hydroged overpressure maintained in the Makeup Tank (30 psi hydrogen -

fpressure) to less than.30cc/kg. The vent header concentration is further

' diluted by the volume of the WG tanks-(1125'ft. 3). In the five years of TMI-l operation,-hydrogen concentration in the-Wg System has rarely

" approached.0.1%.' We are.also unaware of Waste Gas System hydrogen or oxygen

concentration'being a problem at"any pressurized water reator facility.

The llays Gas Analyzer at TMI-l samples hydrogen / oxygen at 10 different points in the waste gas system:

a. Miscellaneous Waste Evaporator Tank
b. Miscellaneous Waste Storage Tank
c. Reactor Coolant Bleed Tanks (3)
d. Waste Gas Decay Tanks (3)
e. Reactor Coolant Evaporator
f. Reactor Coolant Drain Tank At approximately 2 minutes sample / purge time per point a complete cycle can be accomplished in approximately 20 minutes.

A grab sample / analysis of the 10 point system vould take approximately 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />.

IV. AMENMENT CLASSIFICATION PER 10CFR170.22:

This amendment is' exempt from any fees, since it is an amendment to a pre-vious change request. _ filed on June 4,1976 at the request of the NRC, and the amendment classification discussion of Technical Specification Change Request No. 34A remains valid.

V. IMPLDfENTATION:

These changes will be incorporated into the TMI-l Technical Specifications ninety.(90) days following NRC approval.
