We have completed a review of your plan submitted in response to the Upgrade Rule. Based on this review, we have prepared detailed coments which are attached and which specify the types of changes required before the plan can bug

It is noted that throughout the plan,

some words and/or phrases are used which are not defined either in the plan.
or in 10 CFR 73.2. As an example, we noted the phrase " authorized, confimed persons who authorize".
It would be appropriate to clarify the plan in this regard.
The contingency plan as set forth in Chapter 4 of your plan submittal needs N
revision to take into account the new threat levels postulated by 10 CFR H"4
