This refers to the QA Prcgram inspectica ccnducted by Mr. W. M. McNeill cf this office en January 5-8, 1981, of ycur facility at Wincscr, Ccnnecticut, asscciated with the manufacture and fabrica:icn of nuclear fuel assemclies and to the discussions of cur findings wi:n Mr. Thcmas ano members of ycur staff at the conclusien of the inspection.
This inspection was made to ccnfim that, in the areas inscected, ycur QA Pr: gram is being effectively implemented.
The inscection effer is not designec to assure that unique quality requirements impcsec by a cus:cmar are being implemented; nce to assure :nat a specific pr duct, ccmcenent er sertice previced by ycu to ycur cus cmers, is of accectable quality. As ycu knew, ne NRC recuires each of its licensees to assume full responsibility for tne cuality of specific prcducts, ccmpenents er ser/ ices precured frcm otners.
You snculd nerefore not conclude that the NRC's inscection exempts you frca inspections by an NRC licensee or his agents nor frem taking effective cor-rective action in respense to their findings.
Areas examined and cur findings are discussed in the enciesed report. Wi thi n -
these areas, the inspection consisted of an examinatien of precedures and representative records, interviews with perscnnel, and cesertatiens by the inspector.
Within the sc0pe of this inspection, we fcund no instance where you failed to meet NRC requirements.
