.UBJECT PREPARATION OF RADIOACTIVE MATERIAL BURIAL SilIPMENTS l

PPEPARED BY P.Dessaules 1.

Purpose The purpose of this SOP is to establish the procedures for preparing shipments of radioactive material for barial.

2.

NIS Recuirements 2.1 All shipping containers of natorial going to burial shall be surveyed and accepted by NIS prior to their leaving the plant site.

2.2 All vehicles transporting radioactive material shall be cleared by NIS before release from the plant site.

3.

Special Restrictions 3.1 No shipment shall be released from the plant site with any visible signs of contamination or any measured radiation above c.pplicable DOT standards.

j 3.2 Materials destined for burial must meet all apol. cable DOT and NRC =arking,labaling, and other transportation-related requirements.

4.

Responsibilities 4.1 The Manager, Operations is responsible for preparing materials for shipment in compliance with this procedure and for

. procuring materials necessary for that compliance.

4.2 The Manager, _ Quality Assurance, is responsible for reonitoring operations to assure adherence to this procedure, for

. supplying equipment, forms, and other procedures as necessary to facilitate such monitoring, and for documenting procedural compliance.

4.3 The Manager, Compliance is responsible for auditing operations under this procedure for compliance with this SOP and all other governing regulations, and for documenting regulatory compliance.

4.4 The Manager, Security is responsible for supplying needed security guard covera,ge.

4.5 No truck or other transport vehlcle will be released from the site without approval signatures cf the Managers, Compliance and Quality Assurance or their delegates.

5.

Procedure 5.1 Transportation vehicles (i.e.,

trailers, boxcars, or other over-the-road units) shall be inspected by OA for visible defects, (including leaks, loose dirt, and wet interiors) and by NIS for radioactive contamination before being accepted for loading.

Unacceptable units will be reported to the Manager, Compliance and the Manager, NIS.

Unacceptable units can be upgraded only under the direction of the Manager, NIS or his designee.,

5.2 The carrier deck will be protected by heavy-duty polyethylene sheets or equivalent., Polyethylene sheets should be laid in an overlapping fashion (at least 6" overlap) and should extend to at least four feet on sides and front, if possible.

Sheets should be secured by stapling if possible.

5.3 The polyethylene will be overlaid with strong cloth on the carrier floor, to provide traction for loading and offloading vehicles.

The cloth shall be fastened in place.

5.4 Before loading, containers to be shipped must be inspected for visible and measurable defects.

Containers with dents, b7:caks, leaks, or excessive' radiation levels must not be shipped.

Containers must be identified by package number, and contents must be logged and identified by type on the Burial Accounting Form.

Inspector's initials must be included for each such certification.-

5.5 Before loading, materials destined for burial must meet all DOT and NRC marking and labeling requirements.

5.6 Shipping containers should be placed in the carrier in a manner to distribute the load as uniformly as practicable.

5.6.1 Drums weighing in excess of 600 lbs. shall be palletized to allow fork lift unloading.

Palletized-drums may be double stacked.

5.6.2 ~ Palletized drums must be banded together.

5.7 Adequate shoring shall be installed to prevent load shifting during transport.

5.8~

NIS will check the interior of the vehicle for radioactive contamination after all work is completed.

A Polaroid picture of.the accepted loaded shipping unit will be taken for records purposes.

5.9 Shipping. acceptability will be certified by signatures of both the-Supervisor, Processing and Quality Assurance representative.

5.10 Once.the shipment has been accepted 'and certified, the trans-portation vehicle will'be scaled with a UNC tamper-safe seal.

The. seal identification will be entered on the shipping papers.

5.11.The sealed vehicle will be inspected for proper placarding by Quality Assurance and for radioactive contamination by NIS prior to being released.

5.12 Shipment documentation shall be provided as required in SOP III-C.

5.'13

.Overall; shipping acceptability.will be certified by the Managers, Compliance and~ Quality Assurance or their delegates.
