BIG ROCK POINT PLANT - ANCHOPJ4E AND SUFFORT OF SAFETY-REU2D ELECTRICAL EQUIFIEIT Ccnsumers Pcver Co=pany letter dated January 22, 1951 for the reasons pre-sented therein stated that completion of the anchcrage and support of safety-related electrical equipment would not occur until April 1, 1951. to that letter provided a tabulation of the itens involved.

A proble: has arisen which involves Ite: No 52 ( Attachment 1 - January 22, 1951 letter), Main Fanels C01 and CC2. This problem involves the congestien and noise resulting frcn installaticn of the anchers required for the main panels in the control roc =.

It was our original intent to perform these ecdifications during power operaticn to =cet the April 1, 1981 completion schedule. We have reevaluated this position in light of the guidance provided by IE Circular No 61-02 dated February 9,1931, entitled "Ferferrance of NRc-Licensed Individuals While On Duty".

Cur reevaluation indicates that the congestien and noise resulting frc= Main Panel anchcrage installation during power operation could potentially affect operater performance adversely (eg, high noise levels could mask annu.ciator alarns). Therefere, we con-sider it prudent to perfern the Main Fanel anchorage installatien during ccid shutdown.

This change in our positicn has been discussed with the NRC Fesident Inspec-tcr - Eig Rock Point and NRC Project Manager (NFR) - Big Rock Point.

These discussions indicate that ecmpletion of Main Fanel anchcrage at the next cold shutdown is acceptable.

Therefore, Consurers Pcver Cc=tany cornits to eczpleting Item No 52 (Attach-cent 1 - January 22, 1931 let',er), Main Fanel Col and CO2 anchorage at the next cold shutdown. All ot&.er iters in Attach ent 1 to our January 22, 1951 letter vill te ec=plete? by April 1, 1951.
