Gentlemen:

Your letter to Mr. William Cavanaugh III dated March 16, 1981 transmitted the NRC staff's preliminary review of environmental qualification of safety-related electrical equipment at Arkansas Nuclear One - Unit 1 (ANO-1).

This letter required, pursuant to 10 CFR 50.54(f), that we review the NRC staff's preliminary list of deficiencies (Appendices B and C to the above referenced letter) and submit a written statement, within 10 days, supporting continued safe operation of ANO-1.

We have restricted our review to the preliminary list of deficiencies, as indicated by your letter. The limited time for response prevented the development of comments relative to the textual portion of the

" Partial Review of Equipment Evaluation by the Office of Nuclear Reactor Regulation." We expect that the positions discussed in the text of this document will appear in the Safety Evaluation Report (SER) presently being prepared by the staff, and we therefore reserve comment pending issuance of the SER.

Our review of the preliminary list of deficiencies indicates the list to be little more than a summary of the data sheets submitted by AP&L on October 31, 1980 in response to IE Bulletin 79-018. We feel that the summation has been carried to e point whera most useful information has been lost. We have, however, reviewed the data os presented, and conclude that this infonnation does not alter our previous tunclucions as discussed in our submittal of October 31, 1980.

Mr. Thomas M. Novak March 26, 1981 We note that since October 31, 1980 we have continued our efforts to obtain additional information relative to this equipment. As indicated in your summary of deficiencies, our initial submittal was incomplete with regard to the manufacturer and model of certain items. This missing information has since been collected and will be incorporated into an update of our October 31, 1980 submittal to be included in our response to the SER which we expect to be issued shortly. Also, recently compiled information relative to equipment location has resulted in some modification of our original component list (some components on the original list have since been determined to be in mild environments).

Based on all information we have obtained to date, including your preliminary list of deficiencies, we conclude that there is reasonable assurance that ANO-1 can continue to be operated in a safe manner and that the license should not be modified or suspended.

Should we obtain further information which leads us to conclude that any of. the subject components are not capable of performing their intended ~

function, you will be promptly informed per the reporting requirements of IE Bulletin 79-01B or the Technical Specifications, as appropriate.
