The purpose of this meeting was to agree upon a plan of attack to assure proper coordination of staff efforts related to degraded cooling and associated rulemakings.
BACKGROUND:
By memo dated October 15, 1980, the Executive Director for Operations estabitshed a steering group to coordinate degraded cooling and related rules.
DECISIONS,-AGREEMENTS Af!D COMMITMENTS ~

The most significant conclusion of the meeting, articulated primarily by 11urley, was that the Steering Group, and any planned degraded cooling rulemaking and associated action plan being prepared for submittal-to the Commission, must " focus-on mitigation" of serious accidents rather than accident prevention.

In view of the fact that the proposed action plan drafted by Medeiros and presented at the meeting focuses on accident prevention rather than mitigation, Murley and Blond offered to draft a new proposed action plan which will focus on mitigation. The Group accepted this offer and accepted a commitment date of March 6,1981 for distribution of the draft to all members.

Arlotto agreed with a suggestion that individual members be assigned responsibility to prepare pieces of the action plan, and stated that he would make assignments as soon as the Murley-Blond draft is received.

All members agreed that prevention of accidents is an important concern of the Group and that for a mitigation focus to make sense, quality of operation must~be high enough to have confidence that accidents are improbable. Therefore, Arlotto assigned Medeiros the responsibility to prepare, as one piece of the action plan,.an enclosure specifying action needed to assure high quality operation.

The Steering Group-agreed to close out an iten described in a December 31, 1980 memo to the Steering Group, ccncerning Group endorsement of a research program. Curtis stated that no further action by the Group is required.

. DISCUSSION:
In accordance with a previous meeting commitment, Medeiros presented for Group review and cormtent, a draft action plan for degraded-cooling-rulemaking
-activity..Most of the discussion centered around this proposed plan and a group of 11 slides, prepared by Medeiros, to help explain the plan. The-
-proposed ~ plan was built 'around prevention of accidents as the main focus, and on quality of operation as the -key to accident prevention.
It incorporated Steering Group direction, where direction was clear, but where no direction was evident, it was based on two memoranda from Medeiros to the Steering Group
. entitled " Decision For Degraded Cooling Rulenui&g," one dated December 22,~ 1980, and the other dated February 2,1981.
The Group showed little enthusiasm for or support of the proposed plan.
While members agreed that prevention of accidents is important to the Group's work and that the elements of the proposed plan are necessary as a base for mitigation focus - - - and perhaps should even be of first priority - - - members
. concluded that these elements are not directly related to degraded cooling activity.
Instead, the focus should be en mitigaticn. This view was expressed with several corollary statements as follows:
(a).The Group is supposed to focus on what we do if we have a severe accident; the proposed approach leads the Group astray.
(b) Existing rules provide sufficient framework for the improvements we need to make in the quality of operation that are specified in the proposed plan.
(c) Quality of operation should be addressed by the human factors portion of the TMI-2 Task Action Plan, not degraded cooling rulemaking.
(d) The Group may conclude that rulemaking should be undertaken to upgrade quality of operation, but any such rulemaking should be separate from degraded cooling rulemaking.
(e) The degraded cooling rulemaking should start from an assumption that quality of operation is adequate and that if inadequacies are observed as degraded cooling activity progresses, these inadequacies should be handled separate y.
(f) The proposed plan lacks perspective in that too much emphasis has been placed on quality of operation.
(g) The Group will never be able to show that accident prevention
- alone meets. safety goals; therefore the Group must guide the staff toward tackling mitigation.
(h). Although the Group's charter should be viewed as broad enough to allow consideration of all Agency work related to degraded cooling rulemaking, the Group's steering function should be viewed as applicable to a-narrow area of Agency work.
In view of the foregoing, Murley offered to draft an action plan with mitigation as a focus; Blond offered to assist. The new' draft will also discuss the Steering Group's intention regarding coordinating degraded cooling rulemaking with siting cri-
.teria, emergency planning and minimum engineered safety ' features rulemaking.
It
.was concluded that quality of. operation issues should be pursued separately from the main body of the action plan but should be included as an enclosure to the plan.
The other major item discussed'concernedithe work of Muller, Roberts and Dorian-which attempts to Justify rulemaking activity in advance of. agreement on a quantitative safety goal. This subgroup chainnan, Muller, will have in 6%

In connection with this discussion, the Steering Group reaffirrred the previous conclusion that it is reasonable to continue degraded-cooling-related work prior to arriving at

a quantitative safety goal and, in fact, work on individual rules and the separate safety goal components may be the most practical way of developing an overall safety goal.
