Dear Mr. Denton:

. Pursuant'to the requirements of 10 CFR 50.48(c)(5)

Commonwealth Edison hereby. submits a review.of plans, schedules and design descriptions for certain Appendix R fire protection modifications at Zion.

Except for the requirements of Ill.G,-III.J, and Ill.0, the provisions of Appendix R do not. apply to Zion because the fire protection features implemented were accepted by the NRC as satisfying the provisions of Appendix A to Branch Technical Position APCS 8 9.5-1.

Paragraph 50.48(c)(5) requires plans, schedules and

~ design descriptions for the remaining modifications to be submitted by March 19, 1981.

Most of that information'is contained in

. previous submittals.

Attachment A to this letter indicates where i

the equired information can be found and supplements that intormation where necessary.

Enclosure ~2 of Ref ererice (a)~ identified several "open" items from previous NRC fire protection reviews of Zion.

We understand that these items must als~o~be resolved according to the' schedules of Paragraph 50.48(c).

Attachment B to this letter indicates the manner in which each of those issues has been addressed.

The first portion of aduressed alternate shutdown systems.

Attachment A outlines the manner in which that issue has been addresseu at Zion.

The second portion of Enclosure 2 addresses administrative controls.

Those specific requirements are addressed individually here.

Requirement:

In response to our position regarding control of ignition sources, the licensee proposed to implement a requirement for fire blankets on any tlammable components within a

35-foot radius of any welding operation.

The licensee hos substituted the term " flammable" for " combustible".

These terms do not have the same meanirig and, therefore, are not interchangeable.

To meet our guidelines, the licensee should implement a control so that where welding, g.inding, open flame work and cutting is being performed, all immovable combustible-material below and within a 35-foot radius will be protected-by asbestos curtains, m0tal curtains, or flame proot covers.

Response

The Adminstrative. Procedures now provides.the required control of all flammable or combustible items within 35 feet ~ of any we.lding or grinding performed in an non-designated area.

Requirement:

In response to our position on prefire strategies, the licensee took exception to the'following:

- Potential - raoiological and toxic hazards in fire zones; and e

l.

- ventilat_ ion system operation that ensures desired plant air. distribut. ion when the ventilation l low.is modified for fire containment or smoke _ clearing.

l To meet Paragraphs-12(g)_and (h) of' Appendix R, the licensee should modify their prefire str'ategies to include l

these items.

. Response:

These requirements have been incorporated in the formulation of prefire strategies.

Pequirement:

In addition, to meet Paragraphs 9, 10, 11, of Section III(K) of Appendix R, the licensee should moJity their administrative controls to establish procedures to:

- Control actions to be taken by an individual discovering a fire, such as notification of control room, attempt to extinguish fire, and actuation of local fire suppression systems;

- Control actions to be taken by the control room operator to determine the need the brigade assistance upon report of a fire or receipt of alarm on control room annunicator panel, such an announcing location of fire over PA system, sounding fire alarms, and notifying the shif t supervisor and the fire brigade leader of the type, size and location of the fire; and

- Control actions to be taken by the tire brigade after notification by the control room operator of a f ire, such as assembling in a designated location, receiving directions from the fire brigade leader, and, aischarging specific fire fighting responsibilities including selection and transportation of f ire f ighting equipment to fire location, selection of protective equipment, use of fire suppression systems operating instructions, and use of preplanned strategies for fighting fires in specific eres.

Response

Zion's Administrative Procedures now establish the required control actions to be taken by an individual discovering a fire, by the control room operator, and by the fire brigade including the use of preplanned strategies.
