Dear Ms. Andres:
This is in further response to your letter of January 13, 1981, in which you requested, pursuant to the Freedom of Information Act, copies of memoranda of understanding between the NRC and other named agencies regarding nuclear threats.
In my letter to you dated February 5,1981 I stated that a document had been referred to the Defense Intelligence Agency (DIA) for releasability determination.
You were advised by DIA on March 3,1981 that they had no objection to the release of the document and that NRC would respond to you.
Enclosed is the Memoranudm of Understanding between NRC and DIA, the " working relationships" statement, and attachment I to the statement. Attachment II to the statement was originated by the Central Intelligence Agency (CIA). This attachment has been referred to the CIA-for direct response to you.
This completes NRC's action on your request.

This is a request under the Freedom of Information Act as amended (U.S.C.
Section 552).
I am writing to request copies of all memoranda of understanding between your agency or any office thereof, and the FBI, the CIA, the DOE, the D0D Intelligence Agencies, the Coast Guard / dor, and the< NSA concerning:
- 1. Responses to nuclear threats or incidents.
- 2. The sharing of infomation about nuclear threats, domestic. or foreign groups which may pose nuclear threats, diversion of nuclear material, nuclear proliferation, or other nuclear safeguards infonnation.
Enclosed is an example of such an agreement between the FBI and the NRC concerning possible responses to nuclear threats.
