mil sP' At about 4:00 p.m. on March 16, 1981 a Senior Reactor Operator comin s ift passed through the protected area checkpoint and barrier turnstile without obtaining or showing his security identification. The operator proceeded to the Control Room (Vital Area) door where the Resident Inspector observed hi'm tail-gating through the door on the authorized entry of another person. The operator obtained his identification and access cards from a desk in the Control Room where he had left them at about 1:00 a.m. on March 16, 1981.
Media interest is expected due to a recent security guard-strike for which nego" tiations are still in progress (PNO-I-81-29 refers). A press release is not planned by the licensee or the NRC at this time, but Region I will respond to inquiries. The State of Maine has been informed.
Region I plans to conduct a spec'al inspection of this occurrence. The Resident Inspector has notified the licen,see of his findings.
NRC Region I was notified about this occurrence by the Resident Inspector about 4:45 p.m. on March 16, 1981.
Region I notified IE HQ (IAT) by telephone about 5:00 p.m. on March 16, 1981.
