Dear Mr. O'Reilly:
On January 13, 1981, a potential sigr.ificant deficiency was reported to John Rausch of the Nuclear Regulatory Coramission RegiDn II Office regarding a valve actuator that was not fully assembler. On February 13, 1981, in a formal i
report to the NRC of this potential deficiency, it was stated that some reports pertaining to the investigation were not complete and no conclusions could be drawn.
Reports and reviews of this problem have now been completed. It has been deterrained that the failure of this valve would not adversely affect the safety of operation of Virgil C. Summer Nuclear Station. Therefore, this problem has been determined not to be a reportable significant deficiency.
