SUBJECT:

DISCOVERY OF HARASSING CCMMUNICATION g

On March 9, at 10:15 a.m.,

a handwritten note was discovered, adjacent to t.

spr airlock to the Unit I reactor containment, by a TVA security officer.

The note, ten in a disoriented fashion, stated that explosives were placed near the Unit 1 Rsactor Building and also mentioned an associated hostage-taking. No similar threat was actually transmitted to the licensee. After discovery of the note, the outside of the Unit 1 Reactor Building and other onsite areas were searched with negative results.

Unit 1 is in power ascension status.

Media interest is anticipated. A news release is planned by the licensee. The FBI was notified by the licensee. The State of Tennessee has been informed.

Tha NRC Operations Center received notification of this occurrence by telephone from the licensee at 10:30 a.m. on March 9.

The IAT was notified.

R:gion II (Atlanta) received notification of this occurrence by telephone from the Resident Inspector at 10:45 a.m. on March 9.
