Cost-Cutting on Nuclear Safety Gentlemen:

Daryl Hood, the Nuclear Regulatory Commission's River Bend Project Manager, will not be able to make his ex-pected inspection visit next month to the nuclear power plant under construction at St. Francisville.

Reason:

budget cut-ting.

It would have been his first visit in about a year.

This news has upset some of the plant's neighbors considerably.

They are not too comfortable with having a reactor in the neighborhood anyway - not after Three-Mile Island.

And keeping the of ficial principally responsible for their safety tied to his desk in Maryland seems to them like penny-pinching at the expense of their safety.

I agree with them.

And for once, so does Gulf States Utilities.

My staff has talked to Linn Draper, the Gulf States Vice-President in charge of River Bend; and he too is disap-pointed that the inspection visit has been cancelled.

He would like to see the decision reversed.

I think he wants to show Hood improvements in some matters Hood complained of last year.

If you think that cutting down on nuclear safety i

measures is not appropriate for a government whose Energy Secretary has called for increased reliance on nuclear energy, perhaps you will help your staff see that this parjt *cular penny wisdom is pound foolish.
