PROPOSED RULEMAKING, " QUALIFICATION OF REACTOR OPERATORS"

Purpose:

To obtain Commission approval of a revised Notice of Proposed Rulemak-ing to improve the operator licensing program.

This paper replaces SECY-80-491, " Proposed Rulemaking-Qualification of Reactor Operators" dated November 4, 1980.

Discussion:

In SECY-80-491 dated November 4,1980, the staf f forwarded for Commis-sion approval a Notice of Proposed Rulemaking to implement the Commis-sion's decisions on SECY-79-330E dated July 30, 1979 and SECY-79-330F dated September 11, 1979 relative to the first steps to upgrade the qualification requirements for nuclear power plant personnel.

Sub-sequent to forwarding SECY-80-491, the staff has reevaluated some provisions of *be proposed rule.

Additionally, specific comments have' also been forwarded to the staff by several of the Commissioners.

Commissioner ccmments concentrated primarily on proposed and alterna-tive requirements for operator and senior operator education, the possible need for a waiver of simulator similarity requirements for older, one-of-a-kind plants and investigation of prior experience of license applicants.

The results of the staff's reevaluation have been incorporated into Enclosure A, which is a revised Notice of Proposed Rulemaking.

Specific changes incorporated into Enclosure A are:

(a) The background information in Enclosure A has been revised to emphasize that the proposed amendments are only the first steps in the process of upgrading the qualification requirements for nuclear power plant operations personnel and that additional changes are being developed.

(b) The education requirements for operator and senior operator have been revised to specify a high school diploma and Bachelor of Science degree (including a specified number of technical courses), respectively.

However, the background information to the rule discusses alternatives under consideration to each x

of these education requirements in order to solicit comments

Similarly, although a Bachelor of Science degree that includes at least 60 semester hours of

specific technical subjects is beir.g proposed as the education requirement for the senior operator, the alternative of requiring only a specific number of semester hours of college level courses, but not necessarily completing a degree program is also being evaluated.

Again, although this alternative may represent a viable technique for increasing the technical competence of senior operators, a Bachelor of Science degree i

serves as a measure of the individual's initiative to complete a compre-hensive educational program.

Such motivational qualities are consistent l

with the strengthening of the cadre of highly trained and highly dedi-cated professional reactor operations personnel.

Related to this con-sideration is the expectation that utility management will look for individuals with degrees and experience as senior reactor operators as_

I candidates for more senior positions in the nuclear portion of the company. Such opportunities for advancement should serve as enticement
