Dear Mr. Smith:

g I am stronelv occosed to the re-opening of TMI Unit #1. In my opinion, the restart of Unit 51 would impose severe psychological stress upon the residents of the com= unities surrou". ding Three Mile Island. The r.egative impact of such ecotional strain far outweighs any economic benefit from energy derived from Unit #1.

At present, much public uncertainty and anxiety continue to grow i:1 the wake of Metropolitan Edison's inability to safely clean up the existing radit. active mess resulting from the " accident" at Unit 52.

I observed this psychological stress firsthand during a visit in August, 1980 to the Middletown-Elizabethtown, Pennsylvania area. I personally feel much concern about the emotional turmoil that my Pennsylvania friends and relatives already face in their everyday lives because of Three Mile Island. Additional psycholcgical stress is unwarranted and unjustified.

I emphatically urge you to do all in your power to keep Unit #1 shut down.
