REASON FOR CHANCE Revisions made to 10 CFR 50 Appendix J (effective October 22, 1980) relax the personnel air lock testing frequency to once every 3 days during periods of frequent opening.

SAFETY / ENVIRONMENTAL EVALUATION 1.

Sum =ary of Change Technical Specification 4.6.1.3.a requires leak testing of the Containment air locks af ter each opening while the Plant is in

!! ODES 1 through 4.

This requirement is unnecessarily restrictive and may be relaxed and nade core practical without causing undue risk to the public health and safety. The proposed change will require testing only once every 3 days during periods of frequent opening.

Ef fect on Technical Specifications and Bases for Technical Specifications Technical Specification 4.6.1.3.a will be changed to demonstrate operability of each Containment air lock at least once within 3 days af ter opening. This change is acceptable per the requirements of Appendix J to 10 CFR 50.

The testing program will continue to detect any air lock degradation that might affect Containment integrity.

Testing of the air locks at least once within 3 days-after opening will sufficiently demonstrate Containment air lock operability.

Therefore, no changes to the Technical Specification bases are required.

Effect on FSAR Testing of the personnel air lock is described in FSAR Section 3.8.2.3.4.

The proposed change affects only the frequency of a test which was considered in the plant design, and it does not-change the current test method or acceptance criteria. Sface the proposed testing frequency will provide assurance that the overall air lock leakage will nat become excessive during the interval l

between air lock tests, no change is necessary to the Contain=ent leakage rates considered in the FSAR accident analyses. Therefore, this LCA will not introduce any new accidents, nor will it affect the results or consequences of any previously analyzed transients.

No unreviewed safety issue is involved and no changes to the FSAR are necessary.

SCHEDULE CONSIDEP_ATIONS Prompt review and approval of this LCA is requested so that the proposed

change will be in effect at the start of the shutdown for the refueling outage scheduled for this spring. Accordingly, approval of this LCA is requested by no later than May 1, 1981.

BASIS FOP DETERMINATION OF AMENDMENT CLASS

The proposed change does not have any safety or environmental signif-icance, and the NRC has already adopted this approach in 10 CFR 50, Appendix J.

Therefore, this LCA has been determined to result in a Class II amendment in accordance with the criteria of 10 CFR 170.22.
