OUTLINE The purpose and objective of this testimony is to supplement that testimony previously presented by Licensee in response to UCS Contention No. 12 regarding the environmental qualification of equipment important to. safety. In particular, this testimony addresses the relocation.of equipment in the TMI-1 reactor. building in response to flooding concerns

INTRODUCTION In response to UCS Contention No. 12 and the Board Questions regarding this contention, Licensee initially filed and presented the following direct testimony:

Licensee's Testimony of Robert W. Keaten, George R. Braulke and George J. Brazill in Response to UCS Contention No. 12, UCS Contention No. 14 and UCS Contention No. 3 (Safety Classification),

excerpts relating to t'CS Contention No. 12 following Tr. 6802.

Licensee's Testimony of George R. Braulke in Response to Board Cuestions on UCS Contention 12, following Tr. 6802.

Testimony was_ presented by Mr. Braulke regarding the probable causes of instrument failures at TMI-2 following the accident, including extended submergence in the containment building sump. Safety Classification Testimony at 5. During examination of Mr. Braulke, and'later of Mr. Keaten, on this issue, the Board and~ parties raised the following questions which the witnesses were unable to answer , . as ongoing studies

This testimony, by Mr. Donald K. Croneberger, GPU Manager of Engineering and Design, supplements Licensee's previous testimony in response to UCS Contention No. 12 and

.specifically addresses those questions listed above.

SUPPLEMENTAL RESPONSE TO BOARD QUESTION UCS 12 BY WITNESS CRONEBERGER:

Following the March 28,-1979 accident at TMI-2, the water level inside the containment building exceeded the installed elevation of certain instrumentation. -It is believed that this submergence caused, or contributed to, the equipment failures which occurred in the weeks following the accident (see Tables 1 and 2 of' Licensee's Safety Class;fication Testimony).

'The equipment-failures encountered at TMI-2 led GPU to initiate a study to determine whether a similar problem would arise at TMI-l following'a' design basis accident. It.has

~been determined that the postulated accidents which. produce the

. worst-- case design basis water level inside containment are large break loss of~ coolant. accidents-(LOCA)'and'steamline (SL) feedline (FL) break' accidents. By comparing the water

-generated 'duringithese . scenarios to. the- available volume in the

teactor-building, it has been calculated that the water level l

above the reactor building basement floor would be 5.66 ft. for '

a LOCA and 4. 8 0 f t . for a SL/FL break. No specific flood level was calculated at the Operating License review stage for the purpose of determining equipment submergence. The calculations performed at that time focused or assuring adequate net positive suction head for ECCS and reactor building spray pumps.

In reviewing the importance of those instruments which failed following the TMI-2 accident and which could be similarly impacted at TMI-1, GPU concluded that the Steam Generator and Pressurizer Level instruments, which are parameters. utilized to achieve safe shutdown and to assist in maintaining natural circulation, should be relocated above the newly-calculated design basis water level. The transmitters for these instruments, previously located in the lowest elevation of the rcactor building, have been raised to above elevation 286.75 ft. (or 5.75 ft. above the reactor building basement floor). No other instrumentation listed in Tables 1 and 2 of Licensee's Safety Classification Testimony is being relocated. We believe this measure will provide these instruments with the capability to withstand the design basis environment to which they - could be subjected. The environmental qualification of these level transmitters has been reported to the NRC in Licensee's' response to I & E Bulletin 79-013, submittal'dcted' January ~30, 1981 in the section entitled "AdditionaliAccident'MonitoringLEquipment,"at page 1-7.

In summary, the action taken by GPU to raise the Steam Generator and Pressurizer Level instrumentation will provide reasonable assurance that this instrumentation will be available to safely respond to postulated accident conditions when needed.
