SUBJECT:
UNPLANNED AIRBORNE RELEASE TO THE REACTOR BUILDING An alarm on the reactor building low-level gas moaitor channel at 10:27 a.m.
on March 16, 1981 resulted in an evacuation of the reactor building at 10:35 a.m.
The facility is in a refueling outage and the reactor building was not being purged at the time of the release. Between 40 and 50 individuals were evacuated from the reactor building.
Samples of containment building air indicated a maximum of 20 MPC of krypton-85 and xenon-133. Activity concentration decreased rapidly and was below the monitor alarm level by 11:00 a.m.
A reactor building purge was initiated at 11:03 a.m.
The occurrence was reported by the liceraee using the ENS because the reactor building evacuation alarm, an emergency plan described system 3 was used. The licensee is presently evaluating the significance of the release and possible personnel exposures and is preparing a press release. There were no injuries and no contamination of personnel. Krypton and xenon are considered to be external radiation hazards rather than internal hazards.
It is expected that the radiation doses to plant personnel involved in this event are low.
Region V was informed of this occurrence by the NRC HQ Duty Officer at 11:35 a.m.
on March 16, 1981. The information is current as of 2:30 p.m. (PST) on March 16.
