Docket No. 50-395 APPLICANT: South Carolina Electric & Gas Company FACILITY:
Virgil C. Summer Nuclear Station
SUBJECT:
SUt91ARY OF MEETING HELD ON FEBRUARY 24, 1981 TO DISCUSS SEISMIC RESPONSE SPECTRUM General Representatives of the NRC staff and the applicant met on February 24, 1981 to discuss the seismic response spectrum associated with a magnitude 4.5 event in the Monticello Reservoir. The meeting was held at the NRC staff offices in Bethesda, Maryland. A list of those persons who attended the meeting is provided in the enclosure.
Purpose The purpose of the meeting was to review the applicant's infonnation to resolve open item 1.6.3 in the staff's Safety Evaluation Report.
Discussion The applicant reviewed the infonnation presented in Appendix X to its December 1980 report entitled, " Supplemental Seismologic Investigation, Virgil C. Sunner Nuclear Station, Unit 1."
For an M, = 4.5 stress drop of 25 bars and R = 2.0 Kilometers case gives a aero peribd acceleration of 0.229 which is higher than the SSE values of 0.15g for structures on risk and lower than the SSE value of 0.25g for structures on soil. The applicant stated that because of the use of lower damping values and artificial time history in the original design, the original design was justified.
Upon review of the infonnation we concluded that sufficient information had been demonstrated to justify structures. However, additional justification was needed to justify exceedances for equipment.
The applicant agreed to provide additional justification for equipment by March 6,1981.
