SUBJECT:
CASELOAD FORECAST PANEL VISIT TO ZIMER SITE - 2/24-26/81 Backgroug The function of the Caseload Forecast Panel is to provide the NRC with an independent assessment of a Nuclear Power Facility's status of construction.
The Panel's estimate of construction completion is used for assessing licensing priority, manpower and resources allocation.
The attendance lists for the meetings with the applicant held on 2/24 and 2/25 and the exit meeting on 2/26 are attached. The agenda is also attached.
Sumary The Panel held separate meetings with General Construction, General Engineering, Electric Production and Quality Assurance by Department within the Cincinnati Gas & Electric Company. Each Department made a status presentation to the Panel.
In the construction area an overview examination of construction status was made including TMI related construction requirements and particular attention was given to the matter of requalification and modification of pipe support l
hangers.

The Panel toured the facility for a visual assessment of construction status.
l In the engineering area an overview examination of design status was made I
with particular emphasis on rework, Mark II modifications and NUREG-0737 licensing requirements.
t In the quality assurance area, the Panel probed into the potential impacts l
of quality assurance and control on construction schedules and particular l
attention was given to potential deficiencies reported in accordance with 10 CFR 50.55(e).

Panel Conclusion The Panel concluded that the preoperational test program is the most critical area prior to completion of construction. This is based on the 101 preoperational tests required to be completed; the limited manpower available for testing, which would permit a testing rate of 6 tests per month, and the length of the exceptions list for many systems.
The Panel feels that the preoperational testing area, although not necessarily heavily impacted by design, material and equipment availability, will be the most difficult to accelerate by increased manpower because of scheduling interferences and equipment exceptions.
In view of the above, the Panel is forecasting an August 1982 completion of construction.
The Panel notes that insufficient background data and progress data is available to the Panel to make a judgement with regard to TMI requirements.
