to the LaCrcsse Eoiling Water Rateter (LAC 5WR) site utiliced ite data presented by Ciiry hnc ?cwer Cceperative's'(CPC) subaittai dated Dececber 4, 1950. The analysis involved the deteminatien cf the incipient cancitions for liquefactica and included the use of criteria of Seed, Aragnc and Chan - 1975 (Ref.1) (as =cdified by Seed thrcugh Cecenter 1979) and the prcbabilistic rathoc of Yiegian - 1975 (Ref. 2) which used earthquake ~'gnitude and fccal distance instead of maxir a expected ground accelt stien. Earthcuake para:eter assu cticas used include an expected peak grcund acceleraticn cf 0.12g and an aarthpake cagnitude of 5.

Results of the analysis indicate the average factor of safety against enset of licuefaction fcr the entire soil mass under the stack and in the free field is greater than 1.6 given the cccurrence of the pastulated earthcuake.

The analysis also indicates the pretability of licuefacticn in the weakest

. soil layer due to the mest critical loading condition is approximately 5%

given the occurrence of a 5.0 =agnitude earthquake at a focal discance of 14.7 miles,1% for i focal distance of 18.5 miles and 10-c% for a focal distance of 40.6 m',les. Hcwever,'since the duratien of the grcund :nction associated with uch an earthquake is cuite sacrt (less than 10 seccnds under near field cinditions) (Ref. 3), the potential for significant foundation settlement due to licuefaction is small.

In sumary, the analysis confires the ccnclusicn cf the subject reccr that the prchabality of liquefaction a: 'he stack site due t0 the accurrence cf a less than magnitude 5 earthqde is acce::tably low. Therefore, the Genoa-3 stack dces not result in an unaccectable hazard to the Lacecsse facility. On this basis, we find the analysis by ycur censultant acceptable.
