Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Emergency Plan Implementation On February 27, 1981, you and your staff met with Company representatives to discuss the status of the TMI-l Emergency Plan. At that meeting we delivered to you a map designating where we currently plan to locate sirens within the plume exposure pathway in order to demonstrate compliance with the guidance on early warning and notification systems included in NUREG-0654, Appendix 3.

My staff also explained to you the basis on which the siren locations were chosen. An implementation schedule was discussed; a ccpy of that schedule is attached to this letter. We plan to submit to you my mid-April, 1981, a written report describing the siren system, explaining the methodology used in locating the sirens, and demonstrating, by theoretical calculation, compliance with the applicable design criteria.

The TMI-l Emergency Plan will be modified following installation and initial testing of the system to contain relevant infor=ation on the system, including the means to be used to activate the system.

At this meeting the public education and infomation program was also discussed.

Brochures containing such information were given to the Staff for their review.

Information describing an approximate schedule and the means to be used by the ' Company for <';stributing this material will be provided to you in March, 1981. Appendix B of the Emergency Plan will be modified accordingly.

Another item of discussion at the meeting related to the use of thyroid blocking drugs for onsite workers. TMI already has a stockpile of KI on site. One of our consultants, RMC, has developed guidance on the use of this drug, and a procedure incorporating this guidance will be developed.

Attachmrnt L1L 071 IMPLEMENTATION SCHEDULE 1.

Based on current system design, all siren hardware has been ordered.

2.

Delivery is expected on rotating sirens by the end of March,1981 (about 20 sirens).

3.

Delivery for balance of_ sirens (about 60 sirens) is expected at a rate of about 12 per week beginning the first week of May and ending in mid-June.

4.

Negotiations for rights-of-way will begin in mid-March 1981.

5.

Installation of sirens at specific locations will begin as soon as rights-of-way have been acquired.

6.

The system is expected to be functional by July 1, 1981.
