4 Because I will be unable to attend the special meeting of the' y and Licensing Board on March 5,1981 to hear statements from the public on the Three Mile Island Unit I restart, please accept this written statement concern-ing the issues involved.

Whitmoyer Laboratories, Inc. is a major consumer of electrical power from Metropolitan Edison Company. As a locally based manufacturer, operating in a very competitive national marketplace, we are extremely sensitive to al.1 com-ponents of manufacturing costs. We must strive continually to keep each ele-ment of production cost at the lowest level consistent with manufacturing a quality product.

The cost of electric power during the past year has not, in our opinion, been as low as it might be. Had TMI Unit 1 been operating during 1980, our ele tric bill could have been reduced by approximately $ 10,000. We are not asi that safe operating procedures be bypassed in restarting Unit 1.

We ask only that TMI Unit 1 be evaluated by the.aime criteria as all other similar operating reacto rs.

The important question to be asked is "if the same criteria for op-eration were applied to Unit 1 as that applied to all other similar reactors op-l erating under NRC license, would Unit 1 now be in operatioc? "

i We ask your cooperation in seeing that these hearings are concluded expedi-tiously, and that the conclusions are based on the scientific and technologic i ssues involved, rather than the emotions 1 issues which seem to grab such a disproportionate share of the headlines.
