ARTICLE II - STATEMENT OF WORK _

ARTICLE III'- PERIOD OF PERFORMANCE _

Perfonnance under this contract will be for a period of four months from date of contract award at which time all work shall have been completed and one camera-ready copy of the NUREG shall be provided to:

NRC-01 00 9 Page 3 of 5 SCOPE OF WORK Upon contract award, NUS will immediately begin work on the NUREG. The major effort of the project will be the organization and presentation of the available information that was used as the basis for Regulatory Guide 1.145. Although most of this information is already available to NUS, it will be necessary to have access to NPC meteorology staff files pertinent to the project to insure no impcrtant information is inadvertently omitted or erroneously reported.

The NUREG will be organized into three sections relating to the important developments in dispersion mcdeling presented in the guide and an analysis of their effects on licensing activities.

Discussed will be plume meander, sector dependency of atmospheric dispersion conditions and the parametric study which analyzed the effects of meander and sector dependency and was used to determine probability levels.

A proposed outline for the NUREG is given below.

anticipated that these would be schedu' ed inmediately after contract award, before completion of a draft of the NUREG, and review of the draft NUREG by NRC.

NUS will prepare all figures, as anplicable, for inclusion in the NUREG.

These figures will be prepared on an HP-2647 plotter.

ARTICLE IV - MEETINGS The Contractor shall schedule four trips to NRC in Bethesda, M3ryland, for the purpose of data-gathering and participation in the final briefing. These trips are not expected to exceed one day in duration.

ARTICLE V - KEY PERSONNEL - The following personnel are considered to be essential to the work being performed hereunder:

Ar.TICLE VIII - PAYMENT Payment shall be made in accordance with Clause 2 of the General Provisions entitled " Payments" as soon as practicable after_ completion of all the. work and acceptance by the. Project Officer of the final report, upon submission by the Contractor of voucher (s) in a form satisfactory to the Contracting Officer; provided, however, that said payment (s) shall not be deemed to prejudice any rights which the Government may have by law or under other pro-visions of this contract, l

r ARTICLE IX - PROJECT OFFICER Robert Kornasiewicz is hereby designated 'as the Contracting Officer's authorized representative (hereinafter called Project Officer) for technical aspects of this contract. The Project Officer is not~ authorized to approve or reouest any action which results in or could result in an increase in contract cost; or terminate, settle any claim.or dispute arising under the contract; or issue any unilateral directive whatever.

-nical progress, including surveillance'and assessment of performance, and, interpreting recommending to the Contracting Officer chances in requireme.its; (2)(4) performing the scope of work;. (3) performing -technical evaluation as reqeired; technical inspections and acceptances required by this contract; and (5) assisting

to review all costs requested for reimbursement by contracters and submit recom-mendations for approval, disapproval, or suspension for supplies / services required under this contract. The Contracting Officer is responsible for directing or negotiating any changes in terms, conditions, or amounts cited in the contract.

For guidance from the Project Officer to the Contractor to be valid, it must:

(1) be consistent with the description of wo*k set forth in the contract; (2) not constitute new assignment of work or change to the expressed terms, conditions or specifications incorporated into this contract; (3) not. constitute a basis for an extension to the period of performance cr contract delivery schedule; and, as stated above, (4) not constitute a basis for any increase ir the contract cost.

Acceptance of the serhices and reports to be delivered herein will be made by the Project Officer.

ARTICLE X - DISSEMINATION OF CONTRACT INFORMATION The Contractor shall not publish, permit to be published, or distribute for public consumption ar.y information, oral or writter.. concerning the results or conclnsions made pursuant to the performance of this contract without the prior written consent af the Contracting Officer.

(Two copies of any material proposed to be published or distributed shall be submitted to the Contracting Officer.)
