7590-01 UNITED STATEi NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-271 VERMONT YANKEE NUCLEAR POWER CORPORATION NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Comission) has issued Amendment No. 63 to Facility Operating License No. OPR-28, isst.ed to Vertnont Yankee Nur. lear Power Corporation (.the licensee), which revised the Technical Specifications for operation of the Vermont. Yankee Nuclear Powe.' Station
~ (the facility), located in Windham County, Vermont. The amendment is effective as 'of the date of issuance.
These changes to the Technical Specifications involve incorporation of
- certain of the TMI-2 Lessons Learned Category "A" requirements. These require-ments concern (1) Emergency Power Supply / Inadequate Core Cooling, (2) Valve
. Position Indication,. (3) Containment Isolation, (4) Shift Technical Advisor Augmentation, (5) Integrity of Systems Outside Contr.; ament end (6) Iodine Monitoring.
The application for the amendment complies with the standards and require-ants of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act..nd the Comission's rules and regulations in 10 CFR Chapter I, whip are set forth in the license amendment.
Prior pub'.ic notice of the amendment was:not required since the amendment does not involve a significant hazards consideration.

The Commission has determined that the issuance of the amendment will not result in any s'ignificant environmental impact and that pursuant to 10 CFR !51.5(dl(L41 an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of the amendment.
