SUBJECT:

MARBLE HILL NUCLEAR GENERATING STATION UNITS 1 AND 2

Dear Mr. Keppler:

On July 18,.1980, Public Service Company of Indiana, Inc. (PSI), provided an updated response to the items of noncompliance identified in Inspection Reports 50-546/79-02, 50-547/79-02; 50-546/79-25, 50-547/79-25; and 50-546/

80-03, 50-547/80-03 related to equipment storage and associated maintenance.

The~ response provided the status of implementation of corrective actions and provided additional details of PSI's planned and completed efforts.

As part of the corrective action to prevent ts ether recurrence of equipment storage and maintenance deficiencies, PSI stated that a Material Management Program was being initiated.

Significant changes to this program are currently in process..These changes are-intended to provide a single point of coordination for material control, refurbishing, and control.of maintenance of stored items. 'The details of those actions planned, as well.as those efforts completed are provided for your information.

1.

On October 29, 1980, PSI requested Bechtel Power Corporation to perform an in-depth study of material handling activities at the Marble Hill Nuclear Generating Station,' Units 1 and'2.

~

-Specific problems that have caused concern over material handling since tha' shutdown.of all Category I work activities

in August 1979 were' identified and addressed.

f Mr. J. G. Keppler February 20, 1981 Page 2 2.

In December 1980, Bechtel Power Corporation provided PSI with a detailed report of findings and a list of recommendations; Bechtel then developed a draft specification to provide on-site material handling services.

3.

PSI evaluated Bechtel's recommendations and included those deemed pertinent into the scope of the final bid document in January 1981.

4.

Bids were received on February 9, 1981.

Site surveys of prospective bidders are being conducted February 18 through 25 with an antici-pated award date early in March.

5.

PSI identified the need for additional warehouses and awarded a contract to provide additional space, as follows, in December 1980.

a.

One Level A Warehouse

- 54,000 sq. ft.

b.

Two Level B Warehouses

- 108,000 sq. ft.

c.

One Combination Fabrication

- 54,000 sq. ft.

and Paint Shop The above construction is scheduled to be complete late in May 1981.

6.

The PSI Material Management Organization will be reorganized consistent with the restructured Marble Hill Project Management teams in order to coordinate and interface with the Material Handling Services Contractor.

7.

PSI is currently establishing an updated equipment maintenance program. This program is being coordinated and integrated with the Marble Hill Nuclear Station Operations program in order to provide broader equipment history.

It is anticipated that the actions outlined above will significantly improve PSI's capability to manage, maintain, and control material handling activities on site.

Sincerely, S. W. Shields JUB/gb cc:
