Thank you for your letter of December 15, 1980. We regret the delay in respona-ing to your letter. After receipt of your letter at the NRC there was a delay in the transmittal of the letter to the appropriate NRC os fice for reply.
I welcomed the opportunity of coming to Pottstown on December 9,1980 and the opportunity of holding the public meeting which was infomative and will be of great assistance in future reviews of this project.
I want to personally thank you for your assistance in making it a meaningful meeting. As you know, a transcript of the meeting was made and it has been placed in the public i
document rcom in Pottstown.
I am looking forward to a further exchange of i
ideas with you and other members of the public in the vicinity of the site in the future.

in your letter you asked about the availability of records relative to concrete pours and blasting at the quarry. We have learned that the quarry has blasting records that go back to 1973. This pre-dates the beginning of construction of the Limerick Generating Station. The NRC requires that records relative to concrete pours be maintained by the applicant and these records will be considered by the NRC staff prior to issuance of the Safety Evaluation Report on the Limerick plant. Therefore, it is possible to correlate blatcing activity I
with concrete pours and curing; however, the staff does not believe that such I
a correlation is needed at this time. Until an application for the operating l
license is received and e cepted for review, a scheCule for petitioning for l
participation in future proceedings cannot be established. However, it is now anticipated, for planning purposes, that the application will be tendered in March 1981. Following r. detemination of acceptanility it will be docketed.
A Federal Register Wotice to that effect will be iss;ed.
It takes two to three months to process the tendered application and issue the Federal Register notice. At that time you, other individuals and/or groups, may request a l
hearing and petition the appropriate Atomic Safety and Licensing Board to become a party to the proceedings. At that poin*,, and if a contention regarding effects of quarry blasting is admitted for adjudication, a party could request the blast and concrete pour infomation that you inquired about.
