Dear Sir:

The Containment purging issue discussed in the NRC letter dated November 19, 1979 is currently being evaluated. The 54-inch Containment Purge System isolation valves are being maintained closed during Plant operation (Modes 1, 2, 3, and 4) as described in our letter dated November 19, 1979. In the interim, PCE is using the 8-inch Hydrogen Vent System isolation valves, open no more than 50*, for Containment venting during normal operation. These valves will be qualified in accordance with the guidelines provided in the September 27, 1979 NRC letter in order to justify complete opening for Containment venting on a permanent basis. Qualification testing is scheduled for the last quarter of 1981, with any resulting modifications being completed by June 1982.

The above schedules are based on estimated times for test procedure development, material delivery, availability of testing facilities, and the assumption that only minor changes will be necessary due to testing results. Notification will be provided of any schedule revision caused by unanticipated conditions.

Sincerely, Bart D. Withers Vice President Nuclear c:
