Dear Mr. O'Reilly:

On February 13, 1981, Mr. Virgil Brownlee of NRC Region II was informed by means of a telephone call of a potential significant deficiency. The potential significant deficiency concerned four Westinghouse 4" gate valves.

These 4" gate valves were identified to us by Westinghouse due to their continuing evaluation of Westinghouse 3" gate valve closure. The Westinghouse 3" gate valve closure was verbably reported to NRC Region II on October 30, 1930,

, and by written interim letter of November 25, 1980, as a substantial safety hazard as defined by 10CFR21. The Westinghouse 4" gate valve evaluation, inasmuch as it was an outgrowth of the Westinghouse 3" gate valve closure evaluation, is also being reported as a substantial safety hazard as defined by 10CFR21.

j Westinghouse and SCE&G are working concurrently at the Summer Station on a solution which will be tested prior to isst;ance of a generic response by:

Westinghouse. This is an interim report and a final report on both items will be sent when an adequate solution is achieved. The final report is expected by 5/13/81.
