AMENDMENT TO OPERATING LICENSE NPF-4 NORTH ANNA POWER STATION UNIT NO. 1 Pursuant to 10 CFR 50.90, the Virginia Electric and Power Cowpany requests an amendment, in the form of changes to the Technical Specifications, to Operat-ing License No. NPF-4 for the North Anna Power Station, Unit No. 1. The proposed changes are enclosed.

As a result of the Multi Structure Amplified Response Spectrum (ARS) reanaly-sis presently underway for North Anna Unit 1 it has been determined that an existing snubber at location WFPD-H-225, outside the crane wall, be moved to location WFPD-H-600, inside the crane wall. This requires the deietion of snubber 225 and the addition of snubber 600 in Table 3.7-4 of North Anna Unit 1 Technical Specification 3/4.7.10.

The relocation of this snubber does not decrease the margin of safety, in that at the new location the snubber will provide greater support for the piping for applicable loads to be expected during a seismic event or during accident conditions as determined in the continuing reanalysis.

Also, as a result of the ARS reanalysis additional modifications were made to the supports for feed water piping to accommodate pipe stress and loading.

Consequently, snubbers WFPD-HSS-232, 233, and 234 are no longer necessary and will be removed. This requires the deletion of snubbers 232, 233, and 234, at location FW-300-SB, from Table 3.7-4 of North Anna Unit 1 Technical Specifi-cations 3/4.7.10.

The combination of the piping support modifications and the deletion of these snubbers does not decrease the margin of safety in that the stress and applicable loads on the piping expected during a seismic event or during accident conditions will be reduced.

The removal of additional snubbers, if there bc any, will be processed as a supplement to this amendment request. It is our intent at this time to incor-porate any snubbers to be added to Table 3.7-4 in our response to Revision 1 of the Inservice Surveillance Requirements for snubbers as addressed in your letter of November 20, 1980.

It has been determined that this request does not involve an unreviewed safety question.

We have reviewed this request in accordance with the criteria in 10 CFR 170.22. It has been determined that this request involves a single safety issue, therefore a Class III license amendment fee is required. Accordingly, a voucher check in the amount of $4,000.00 is enclosed in payment of the required fee.

Since approval of this request is required in order for North Anna Unit I to resume power operation, we would appreciate your prompt review of this request.
