I Attention:
Mr. A. Schwencer, Chief Licensing Branch No. 2 g
O Division of Licensing U.S. Nuclear Regulatory Coraission 3

Dear Mr. Schwencer:
In the Matter of
)
Docket No. 50-328 Tennessee Valley Authority
)
Amendment 2 to the Sequoyah Nuclear Plant (SNP) unit 1 operating license (DPR-77) approved the Interim Distributed Ignition System (IDIS) for hydrogen control. To implement the IDIS for unit 2, TVA will install 45 igniters in the unit 2 containment at locations similar to those identified to NRC for unit 1 before the scheduled April 15, 1981, unit 2 fuel loading date.
It is TVA's position that the final resolution of the hydrogen control issue for SNP unit 2 should be the same date as for unit 1, which is January 31, 1982.
If the final hardware design and operational requirements for the hydrogen control system for SNP are completely defined as of January 31, 1982, TVA plans to implement all aspects of the final hydrogen control system for unit 2 before the,end of the first unit 2 refueling outage. Therefore, it is the TVA position that the installation of the IDIS will probably represent an interim system for unit 2, as it has for unit 1, which provides adequate safety margin for the initial period of operation of this unit.
Very truly yours, TENNESSEE VALLEY AUTHORITY
