Dear Dr. Brugger:
The Comission has issued the enclosed Amendment tio.13 to Facility Operating License No. R-103 for the University of Missouri Research Reactor (MURR) in response to your filing dated January 26, 1981.
This amendment changes the organizational structure as outlined in Figure 6.0 of the Technical Specification 6.1 to reflect the current administrative organization for your facility.
Based on the fact that this amendment applies to administrative changes which do not affect the daily operation of the reactor or the reactor safety system, we have concluded that:
(1) tie amendment does not involve a significant increase in the probabilicy or consequence or accidents previously considered, does not involve a significant decrease in a safety margin, and, therefore, does not involve assignificant hazards consideration; (2) there is reasonable assurance that the health and safety of the public will r.ot be endangered by this action; and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public.

Dr. Robert M. Brugger MAR 5 ic81 We have determined that this amendment will not result in any significant environmental impact and that it does not constitute a major Commission action significantly affecting the quality of the human environment. We have also determined that this action is not one of those covered by 10 CFR 51.5(a) or (b). Having made these detenninations, we have further concluded that, pursuant to 10 CFR 51.5(d)(4), an environmental impact appraisal and negative declaration need not be prepared in connection with issuance of this amendnent.
