Arkansas Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 NUREG-0737-Clarification of TMI Action Plan Requirements (File: 2-1510.3)
Gentlemen:
Per telephone conversation with fir. Robert Martin and yourself on Thursday, March 5,1981, this letter provides additional infomation and/or confirmation of existing commitments relative to certain items in NUREG-0737 " Clarification of TMI Action Plan Require.nents." Seven items were discussed in which you believed there to be discrepancies between the requirements of the NUREG and comitments made by AP&L for ANO-2. Although much of the requested infomation is provided in other correspondence it is repeated below -Tor your convenience.
I.A.I.3 SHIFT MANNING As discussed in AP&L letters dated Octobc - 31, 1980, December 19, 1980 and February 27, 1981, AP&L is pursuing a program to meet the require-ments of this item by the required dcte. As stated in our February 27, 1981 letter, we will provide a status report on this iten by March 31, i
1981. We believe our commitments fully meet the requirements of NUREG-0737. Should the staff have any specific concerns relative to this item we will address them pending identification of the concerns to us.
I.C.1 SHORT-TERM ACCIDENT AND PROCEDURES REVIE_W Of the three sub-items, only number 3 " Transient and Accidents" is in-complete. Our letter of December 19, 1980 provides a detailed description of our efforts to meet this requirement.

Mr. Rcbert A. Clark March 11, 1981 December 19, 1980 and December 31, 1980, AP&L is continuing to participate with other C-E owners to develop the subject guidelines. On January 30, 1981, a meeting was held with C-E Owners Group representatives, C-E representatives and members of the NRC staff. At this meeting the C-E Owners Group program and schedule was discussed in detail. A completion date of June 1,1981 was proposed. Although the January 1,1981 implementation date could not be met, we feel that the information provided by our December 19, 1980 letter and the January 30, 1981 meeting meet the requirements discussed in the implementation section of NUREG-0737 (p.3-45) that "... a comprehensive program plan, proposed schedule, and a detailed justification for all delays and pr'oblems shall be submit'ed in. lieu of the glidelines."

RELIEF AND SAFETY VALVE TEST REQUIREMENTS - BLOCK VALVE TESTING Our letters dated December 19, 1980 and February 27, 1981, stated that a detailed block valve test could not be provided before July,1981, six months beyond the required date of January 1,1981. Although not indicated by our letter, this item is a coner n only for ANO-1. ANO-2 do#s not incorporate a PORV or PORV tlock vcive in its design. Therefor., no further action is required for AN0-2 on this item.

CONTAINMENT PRESSURE SETPOI]I Our letter of December 19, 1980 committed to complete this item by July 1, 1981. This comnitment was revised, however, by our letter dated February 27, 1981. As stated in that letter, every effort will be made to complete the analysis and suL..it the results by March 31, 1981.
II.F.1.(1) ACCIDENT MONITORING - N0BLE GAS MONITOR Our letter of December 19, 1980 committed to complete the documentation requirements of this item by January 1,1982. A review of our efforts on this item shows, however, that the final design details are now complete and available for review.
II.K.3.30 SMALL BREAK LOCA METHODS _
AP&L's position on this item was stated in our letter of November 14, 1980.
This letter also indicated the need for discussions of this item ?ith the NRC staff. The need for an information exchange meeting was rei. rated in our letter of December 19, 1980.
Such a meeting was held on January 26, 1981, with representatives of the C-E Owners Group, C-E and the NRC attending.
Based on the results of this meeting, C-E is presently preparing a proposal for the owners group to address this item. We will provide you with a status report on this effort, and if possible a schedule of completion, by March 31, 1981.

III.D.3.4 CONTROL ROOM HABITABILITY We are presently preparing the required infort::ation. This will be provided by March 15, 1981 as stated in our lettars of Decscber 31,1980 and February 27, 1981.
