Dear Sir:

Pursuant to Section 50.59 of the Commission's Regulat*.ons,. Maine Yankee Atomic Power Company hereby requests to make the following changes:

PROPOSED CHANCE: Reference is made to Appendix A of Operating License No.

OPR-36 issueo to Maine Yankee atomic Power Company for the Maine Yankee Plant. We hereby propose to modify this license as follows:

A.

Add Specifications 3.22 and 4.11 to contain the Limiting Conditions for Operation and Surveillance Requirements, relative to installed filter V

l systems, as delineated in Attachment A to this letter.

Modify or celete existing references to installed filter sys; ems as indicated on the revised Maine Yankee Technical Specification pages contained in Attacnment B to tnis letter.

REASON FCR CHANGE: The purpose of this change is to comply with toclear Regulatory Commission letter to Maine Yankee, dated February 28, 1975 which i

requested Maine Yankee Atomic Power Company to submit an application for l

amencment to its license that would change the Technical Specifications l

relative to installed filter systems so as to be in conformance with the I

recuirements in the Standardized Tecnnical Specifications enclosed with AEC i

letter to Maine Yankee dated January 8, 1975.

Additional modifications to Reference (d) were made as a result of communications between the NRC Staff and Maine Yankee.

l SAFETY CONSIDERATIONS:

This proposed change incorporates into the current l

Tecnnical Specifications additional limiting conditions for operation and surveillance requirements for the installed filter systems at Maine Yankee, I

and therefore we conclude that it does not endanger the health and safety of l

the public.

This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.

FEE DETERMINATION:

The enclosed proposed change originated as a request from the USt&C in a letter dated 1/8/75 (Reference b). Following additional correspondence (References c and d) MYAPC submitted proposed changes relative to installed filter systems on 3/26/75 and 1/17/77 (References e and f, respectively). Final resolution of this item has ceen delayed pending approval or guidance from the USNRC. We, therefore, conclude that this cmendment is exempt from any fees defined in 10 CFR Part 170.12(c) since fees were not applicable when the requirements set forth in Reference b were issued and the delays incurred were not controllable by the licensee.

SCMOULE OF CHANGE:

The change described will be incorporated into Maine Yankee's Technical Specifications immediately upon Commission approval.
