OPE MEMORANDUM ON PROPOSED FINAL RULE TO AMEND PART 20 REGARDING DISPOSAL 0F TRITIUM AND CARBON SECY-81-77
Purpose:
This memorandum provides supplementary information regarding SECV-81-77.

Discussion: This memorandum from OPE (Enclosure 1) on tie medical wastes rule suggests that at least a Negative Declaration and environmental appraisal be prepared to support the amendments.
The OPE suggestion, however, appears to be premised upon the OGC memorandum of February 9,1981.
As our Commission paper of February 20, 1961 (SECY-81 '/7A) pointed out, the 0GC mcmorandum misconstrued the results of the analysis of the radiological impacts, grossly exaggeratir7 them.
By drawing upon the OGC memorandum for its basic premise as to the significance of the radiological impacts, the OPE memorandum also ccaes to an erroneous conclusion that either a Negative Declaration or EIS is warranted.
