Dear Mr. Tedesca:

A

'Ihe stated purpose of the referen letter was to provide additional gniciance with regard to 'IMI Action Plan I.G.1 as it applies to BWR OL appli-cations and requests a cmmitment "to the special low power test program for your facility now". Additionally, it requested a cxmmitment to an augmented operator training ptwima by participation in the pre-op and startup test PL9xacs.

Enclosure 2 of NUREG-0737 (page 2,5) idatifies I.G.1 as " Training during low-power testing". 'Ibere is no discussion of this item in hUREG-0737, but I.G.1 is discussed in hUREG-0694 as your letter indicates. It muld app 2ar that NUREG-0737 (Oct.' 80) refers to a low power test swiau

and hvREG-0694 (June '80) refers to an additional special test program which has not been fully defined.

PhilarG1r41a 1 Electric will conduct a low power testing progrant. A generic pi % sma is being developed under the BWR Owners Group. We shall l follow, and participate in the develognent of that program as guidance

for the Limerick program and subnit our swiau for NPC review, pursuant

~

to the NFC requirenents.

l

l. 'Ihe NBC letter addresses " meaningful technical information and supple-mental trauung" and "to augmented operator training". Our unit unique

~

sinulator provides us with an excellent mechanism for training people without affecting the real plant. We would expect to perfonn significant l plant transients only once, but with a max 2 nun of licensal personnel in attendance. All other significant transient training shall be d m e en m r *4gO[
