.g i mediately establish a firm national policy which prohibits siting of nuclear power plants near densely populated areas.

l 2-I am disappointed with the recent ruling of the Atomic Safety i.. -y and Licensing Appeals Board indicating that plant location l 5C would not be considered now in determining whether or not the l

construction permit of the Bailly nuclear Power Plant is 0

extended.

It makes no sense to me to consider plant location 1

J s' only after construction has been completed.

s waste of billions of dollars would result if the operating license is denied after the plant is built in the event NRC later decides Bailly is too close to a densely populated area.

In my opinion, many factors dictate against construction of this nuclear olant at this site.

It is located on the shores

of Lake Michigan, which could be contaminat'ed. in the event of an accident.

The site is in close proximity to thousands of employees at the nearby Bethlehem Steel plant.

In addition, 120,000 people live within a ten-mile radius of the plant, and this could mean a real problem with evacuation.

I hope the Commission will soon establish a firm national l

policy that prohibits siting of nuclear power plants in such locations as Bailly.
