Dear Mr. Engelken:

This letter is to confirm the telephone /'iscussions between your office and various company representttives on November 22 and 23, 1977 concerning I.E. Bulletin No. 77-06.

The Humboldt Bay Power Plant Unit No. 3 does not have any containment electrical penetration assemblies of the type described in I.E. Bulletin No. 77-06, and we have no plans to install any assemblies of this type in the future.

There-fore, no corrective measures are required.

With regard to item 3.2 of the Bulletin, the installed containment electrical penetrations meet the requirements of General Design Criteria 4 in that they are designed to perform their function under LOCA environmental conditions.

Further, the penetrations are included in our quality assurance program.
