Dear Mr. Stover:

This is in response to your letter dated November 12, 1980, in which you requested, pursuant to the Freedom of Information Act, a copy of the complete winning technical proposal under IFB No. RS-0SP-80-681.

In a telephone conversaton between Betty Lane of your office and Linda Robinson on November 20, 1980, Ms. Robinson noted that the contract in this matter was awarded pursuant to bidding procedures for an Invitation for Bid, rather than a Request for Proposal. As requested,'the firm that was awarded the contract submitted a bid price on a bid form, not a proposal.
