..EPORT No. 50-267/80-68/03-L-0 Final IDENTIFICATION OF OCCURRENCE:

On Novenber 5,1980, the reactor was operated at power uith less than the specified minimum number of operable smoke detectors required by LCO 4.19.3.

This situaticr. constitutes operation in a degraded mode allowed by LCO 4.10.3 and is reportable per Fort St. Vrain Technical Specification AC 7.3.2(b)2.

EVENT

DESCRIPTION

The local alarm panel f or the 480 Volt Switchgear Room was being modified in accordance with an approved plant modification.

In order to make the modification, it was necessary to remove electrical power from the panel, which in turn made all the 480 Volt Switchgear Room smoke detectors inoper-able. At the time of this event, the reactor was operating at 55" power.

Technical Specification LCO 4.10.3 requires two operable smoke detectors in each :ene of the 480 Volt Switchgear Room when the reactor is at power.

The LCO turther requires hourly inspections of an area with less than the specified minimum number of operrble detectors.

When the 4S0 Volt Switch; ear Room smoke detectors were made inoperable, the hourly inspections were started and continued until the smoke detectors were operable again.

CAUSE

DESCRIPTION:

s The cause of this event was the disabling of the 480 Volt Switchgear Room s=oke detectors while the reactor was at power, placing the plant in a degraded = ode of LCO 4.10.3.
