ACCEPTANCE FOR REFERENCING TOPICAL REPORT NED0-24259 " GENERIC INFORMATION FOR BARRIER FUEL DEMONSTRATION BUNDLE LICENSING" The Nuclear Regulatory Comission has completed its review of the General Electric Ccmpany Licensing Topical Report Number NED0-24259 entitled
" Generic Information for Barrier Fuel Demonstration Bundle Licensing" including the additional information transmitted in your September 11, 1980 letter. The topical report provides information on : proposed large scale (132 bundles) demonstration irradiation (in Quad Cities Unit 2) of PCI-resistant BWR fuel rods containing " barrier" cladding (consisting of a high priority zirconium liner metallurgically bonded to the Zircaloy-2 cladding. The sumary of our evaluation is attached.
As a result of our review, we generally concluded that topical report NE00-24259, as modified to incorporate the information supplied in response to staff questions, serves as an acceptable reference that provides a generic description of the demonstration program. And, based on the information provided, we believe that the PCI barrier fuel demon-stration is licensable, pending the review and approval of a reload appli-cation to be submitted by the Quad Cities Unit 2 licensee. We expect that submittal to provide certain specific information and comitments that have not been received during the course of the topical report review, viz., (a) a detailed operating plan for the demonstration, (b) a comitment to perform on-line monitoring and post-irradiation examinations (of a kind consistent with GE recommendations contained in response to staff question 231.2--see attached SER), and (c) other information traditionally submitted in fuel reload applications (such as physics and thermal-hydraulic analytical resul ts ).

NCY i0 $80 Mr. R. E.-Engel Since, as stated in Section 1.1 Scope of the topicii report, " Licensing of the specific core including the special operating procedures of the demonstration will occur as a part of the normal reload licensing effort,"
we do not anticipate any significant problems in acquiring the needed additional information and comitments prior to loading of the demonstration bundles.
We do not intend to repeat the review of the safety features described in the topical report and found acceptable in the attachment. Our acceptance applies only to the features described in the topical report and under the conditions discussed in the attachment.
In accordance with established procedure, it is requested that General Electric Company publish an approved version of this report, incorporating the information provided in your letter of September 11,1980, within three months of receipt of this letter. The revision is to incorporate this letter and the attached topical report evaluation following the title page and thus just in front of the abstract. The report identifications of the approved reports are to have a -A suffix.
Should Nuclear Regulatory Commission criteria or regulations change such that our conclusions as to the acceptability of the report are invalidated, General Electric Company and/or the applicants referencing the topical report will be expected to revise and resubmit their respective documen-tation or submit justification for the continued effective applicability of the topical report without revision of their respective docuruentation.
