s NRC INSPECTION REPORT NO. 50-354/80-07 AND 50-355/80-07 NO. 1 AND 2 UNITS HOPE CREEK GENERATING STATION In response to the NRC letter.o PSE&G dated January 15, 1981 by Robert T. Carlson, Chief, Reactor Construction and Engineering Support Branch concerning subj ect NRC inspection, we offer the following as an amplification of the original response.

As stated in the previous report, Specification 10855-C-130(Q) has been revised to include Welding Procedure Qualification Record, PQR-687, for welding partial penetration groove welds with bevel angles greater than those prequalified to AWS-Dl.l.

i It is important to note the weld procedure and weld geometry had been previously qualified and approved by Bechtel as evidenced by the issue date of PQR-687, December 14, 1978.

Therefore, a pre-viously qualified weld procedure was used to weld the beam seat l

ipport brackets, howersi, the PQR had not been included in Hope l

Oreek Specification 10855-C-130(Q) at the time of the subj ect NRC l

inspection.

To prevent the use of weld procedures without the availability of the qualification record, Bechtel Field Engineering will be re-instructed in their responsibiliti.es to assure the existence of the qualification records for welding procedures at the Hope Creek Site.

2 The Hope Creek Resident NRC Inspector has indicated concern regarding extension of this item of noncompliance to Bechtel Suppliers / Subcontractors.

This item of noncompliance was in fact a missing document and therefore, should not be construed as a programatic problem concerning supplier / subcontractor activities.

The corrective action described above regarding reinstruction of Bechtel Field Welding Engineers was completed on February 5, 1981.
