Dear Mr. MacDonald:
Due to recent budgetary and prograrnatic realignments, we find ourselves unable to incet our earlier connitment in reference (a) to provide a con-solidated application for renewal. We therefore request an extension of the validity period for one more year without a consolidated safety analy-sis. Attached is a check for $150.00 to cover the standard adninistrative costs prescribed by 10 CFR 170.31.
This request is necessary because of (1) recent and significant changes in our GA/ DOE sponsored cooperative progran funding, in part, our HTCR Hot Cell activity; ard (2) conflicts in scheduling this SAR activity with other NRC required licensing activities such as completion of Upgrade Physical Protec-tion and Radiological Contingency Plans, as well as a tinely SNM Facility License renewal submission. We believe that this request is further justi-fled since broad usage of the cask is not contenplated but rather the cask will be used for an occasional return of materials between ORNI. and GA or for shipping irradiated hardware to waste disposal. No other users than those now listed are contemplated. Extension of the certificate's validity period will have no adverse effect upon the public.
