On April 28, 1981 while performing the Safeguards Area Ventilation System (SAVS) periodic test, it was determined that the flowrate through the HEPA and enarcoal filters was about 10,000 scfm. The filter traia affected (1-HV-F-40A) was declared inoperable as per T.S. 3.7.8.1.

Probable Consequences of Occurrence The SAVS ensures that radioactive materials leaking from ECCS equipment within the safeguards area following a LGCA are tiltered prior to reaching the environoent. Since the redundant train remained operable and the affected train flowrate was restored to within the requirements of T.S. 3.7.8.1, the health and safety of the public were not affected.

Cause of Event The improper flowrate in_the-SAVS-was-due-to-the-improper p6'sitioniEg of the air damper to the filter fan 1-HV-F-40A.

Immediate Corrective Action The air flowrate was adjusted to within the T.S. 3.7.8.1 limit by repositioning the air damper._

Scheduled Corrective Action No further corrective action required.

Actions Taken to Prevent Recurrence No further action required.
