Dear Sir:
The subject letter requested the implementation of interim actions to control heavy loads by May 15, 1981. We request that this date be changed to allow more time to complete the review of our existing safe load paths, procedures, equipment and personnel '
1 for heavy load handling. We expect this review, which will deter-mine the extent of our present compliance with the interim action requirements, to be completed by July 1, 1981. We will submit a schedule for the implementation of any changes required to achieve full compliance with the interim action requirements by August 1, 1981. '
l l During the period prior to which we verify that the requested 1 interim actions have been fully implemented, it will be necessary )
for us to move heavy loads over safety related equipment and ;
spent fuel. We must do this in order to complete structural I modifications in accordance with our commitments to the NRC and to prepare for the October 1, 1981 outage for refueling and installation of TMI modifications. Prior to the movement of any heavy load over safety related equipment or spent fuel, we will perfenn a safety analysis and prepare a written safety evaluation of the movement in accordance with 10CFR550.59.

4 changed to September 1 and November 1 respectively. This will allow us to concentrate our full resources on~ verifying and achieving full compliance with the requested interim action re-quirements.
In accordance with the subject letter, following the sub-mission of these reports we will confirm implementation of the modifications required to satisfy NOREG-0612 or submit our just-ification for any modifications ' which we believe are unnece.ssary.
