SUM 4ARY OF MEETING "B"
LP TURBINE DAMAGE NRC and NNECO representatives met at the Millstone site on May 1,1981 to review the c'rcumstances of the "B" LP turbine damage that occurred on April 21, 381, including the extent of turbine and condensor damage, plant safety, repairs, and schedules (Participants listed on enclosed).
The NRC representatives examined the two damaged last stages of the turbine during the evening of April 30, 1981. Damage to the Millstone 1 turbine occurred on April 21,1981 (with the plant at 30% power and ascending to 100% after a six month outage). The damage is confined to the 14th and 15th stages of the B low pressure turbine on the end closest to the generator. The 14th and 15th stages on the opposite end of the B rotor and both ends of the A low pressure turbine are also being exa'nined. Current plan is to install a pressure plate in place of the damaged 14th stage for which there are no replacement buckets; and replace or repair the damaged buckets (blades) in the 15th stage.
There are currently available enough buckets to replace more than half of the 15th stage buckets if necessary. Unless inspection results necessitate removal of other 14th stages, the Millstone 1 turbine will be on line producing power by June 7,1981 according to the present schedule.
Some of the condensor tubes near the top were damaged by pieces of metal broken from the rotor. All leaking or seriously damaged tubes will be plugged. It is expected that plugging condensor tubes will not affect normal power rating or tu bine bypass capability because of the relatively small nunter of tubes to be plugged compared to the total number of tubes.
There were no safety problems resulting from tu.bine missiles or chloride intrusion into the primary coolant system.
