JOSEPH M. FARLEY NUCLEAR PLANT - UNITS 1 & 2 POST TMI REQUIREMENTS FOR THE EMERGENCY OPERATIONS FACILITY (EOF)
Mr. D. G. Eisenhut's letter of February 18, 1981 concerning the above subject required all licensees to provide conceptual design for the emergency response facilities.
In Mr. F. L. Clayton's letter to the NRC dated April 6,1981, Alabama Power Company described the permanent Technical Support Center (TSC) and the TSC's interim data monitoring system. Alabama Power Company also described the Operational Support Center, the interim E0F, and the proposed permanent E0F's habitability criteria and schedule. A more detailed description of the emergency response facilities and the TSC's interim monitoring system is contained in Enclosure 1.
Subsequent to the NRC's formal issuance of NUREG-0696 Aiabama Power Company formed a Task Force charged with the responsibility of developing a conceptual design that addresses the control room, TSC, and E0F data system requirements of NUREG-0696. The Task Force is presently developing a specification to address these requirements, reviewing available vendor systems and determining the extent of the impact that the installation of these systems will have as backfit modifications.
It is Alabama Power Company's intent to issue the finalized specification for bids by July 1, 1981 and to award the project by September 1,1981.
During the Task Force's review of computer system vendors it became apparent that a hardware lead time of 18-24 months after project award would be required. Due to this required lead time and the need to imple-ment certain portions of this design during scheduled outages, the October 1, 81052 60l$9 ;

.982 implementation date is unrealistic. Alabama Power Company proposes to implement the system shown in Enclosure 2.
This system would utilize a non-seismic computer system and would not interface with the existing plant computer. This proposed system would acquire and provide for display the SPDS parameters and the variables of R.G.1.97, Rev. 2 that provide information which personnel in the n.ain control room and the TSC require in order to properly assess plant conditions and perfonn their emergency functions. Alabama Power Company will supply the E0F with data necessary to evaluate the potential or actual release of radioactive materials to the environment. The determination of this data is still under review by Alabama Power Company.
In order to supply the TSC and EOF with meteorological data, a non-seismic computer and data acquisition system separate from the system utilized for the remainder of the NUREG-0696 requirements is being imple-mented. Alabama Power Company will provide data to the offsite groups via voice communications and/or telecopy rather than a computer data link between onsite and offsite groups.
Alabama Power Company will provide the NRC a design and implementation schedule update subsequent to the award of the computerized data system for the requirements of NUREG-0696 (less meteorological) when this schedule can be better defined.

ENCLOSURE 1 A.
Onsite Technical Support Center (TSC)
Alabama Power Company has established an operational technical support center (TSC) which is in close proximity to the control room.
The TSC has the capability to display and transmit plant status to those individuals knowledgeable of and responsible for engineering and management support of reactor operations in the event of an accident.
The TSC is habitable to the same degree as the control room for postulated accident conditions. The Farley Nuclear Plant Emergency Plan has been revised to incorporate the role and location of the TSC and the task functions of the individuals that report to the TSC. The TSC contains a set of P&ID's for each unit and technical manuals on selected major equipment. Other technical data are readily available from the document control facility in the plant Service Building which may be reached by intraplant phone from the TSC. Also available in the TSC are the Emergency Plan, Emergency Plan Implementing Proce.dures, Abnormal Operating Procedures, Emergency Operating Procedures and Unit Operating Procedures along with other general reference material.
The following is a more detailed description of the onsite TSC. This design covers the anticipated manning requirements, document storage, interim monitoring systems, communication, habitability, and structural arrangements. The center has been designed to be used for post-accident and normal plant conditions.
Conceptual Design 1.
Location - The TSC is located in the Auxiliary Building, elevation 155', immediately north of the Unit 2 control room area.
Personnel enter and exit via the primary security access point and Unit 1/ Unit 2 control room area.
Passage through the control room does not interfe,re with the operators who are manning the control boards. An emergency or alternate exit is from the north side of the TSC and through an exit door in the northwest wall of the Unit 2 Auxiliary Building.

Size and Room Layout - The TSC is designed to accommodate 25 people for the performance of post-accident monitoring, evaluation of plant.

status, coordination of damage assessment and mergency actions, interface with the NRC and emergency operatisas center, and onsite/
offsite comunications. An overall space of 22 feet x 65 feet, with a 9-foot ceiling height, has been provided. Room layout is as follows:

Monitoring Area - Includes interim monitoring equipment such as a CRT, trend line printer and two-pen recorder for each un:
and provision for comunication with the control room emergency operations center, NRC, and the State of Alabama, b.
Planning and Coordination Area - Includes desks, reference tables, files for plant procedures and manuals, and monitors for TV camera in the control room. Phones are provided for full comunication capability. A chalk board and projection screen is also included.

Document Room - Includes files for microfilm, 6rawings, data sh.eets, indexes, and microfilm reader and printer.
d.
Conference Area - Includes area where phones are provided for full communication capability.

3.
Construction - Structural and architectural design criteria of the TSC is similar to that used for the office areas in the control room.
4.
Activation - Activation is in accordance with the Emergency Plan.

Monitoring and Display Equipment - Alabama Power Company's interim philosophy of data monitoring is that a person would be located at the main control room computer console and communicate with the TSC via sound-powered phones. TSC personnel would requeit display l
of the desired data in the TSC. One of the two CRTs nor.nally l
located in the main control room (one per unit) would be disconnected, rolled into the TSC, and hooked up upon activation of the TSC. A

E two-pen recorder located in the TSC has the capability to trend two parameters.
Parameters can be trended on the line printers or recorders providing a hard copy of data for review. The system presently under development by the Task Force will address monitoring and display equipment between TSC and main control room.
In addition, main control board displays can be ad on the closed circuit TV system.
6.
Communications - Cannunications are provided to contact the NRC, State of Alabama, and APC0 General Office. Sound-powered phones are provided between the TSC and main control room. An intercom system is available between tne TSC, the three operations support centers, and the emergency operations facility. Commercial and APC0 tele-communications lines are available for redundant offsite connunications.
APC0 security radios are also located in the TSC for offsite dose assessment purposes.
7.
Habitability - The TSC will not be exposed to any areas in the Auxiliary Building that could contain highly radioactive sources post-accident.
The ventilation system includes a deep-bed charcoal filter to remove

airborne contamination, and it has the capability of pressurizing the TSC area and recirculating the room air through the charcoal filter.
A permanent radiation monitor is provided to continuously indicate radiation dose rates and airborne activity. A radiation alarm in the main control room makeup air supply duct automatically initiates room pressurization and recirculation. The HVAC system is described in detail under system description.
8.
Fire Protection - The TSC is enclosed by 3-hour fire-rated walls with Class A fire doors. A water hose cabinet and CO2 hose reel are presently located within the TSC area. One CO2 and one dry chemical fire extinguisher are provided inside of the TSC.
9.
Electrical Power - Normal and emergency provisions are as follows:
a.
Closed Circuit TV and Computer Hardware - Regulated voltage distribution panels IA and 2A, channel 1, or panels IB and 28, channel 2. -

b.
IIVAC - 600-V MCCs-IF and 1G. These are shared MCCs and can be powered from the diesel generators upon LOSP.
c.
Wall Receptacles - 120/208-V disbribution panel IL. These are shared panels and can be powered from the diesel generators upon LOSP.
d.
Lighting - 26 fluorescent fixtures, four 40-W lamps each; 277-VAC from MCC-1F and 1G (Unit 2) and MCC-2CC a.d 200 (Unit 2); 25-W emergency lighting; 8-hour battery packs, two 2-head; tied to MCC-2DD (Unit 2), train B.
The system presently under development by the Task Force will address the effect of loss of power to the data system.
HVAC System Descriptica This system is composed of one (6.4-ton) air conditioning unit with air-cooled condenser, one emergency filtration unit equipped with a separate fan, one 8-inch butterfly valve for positive isolation from contaminated out' side air, and associated ductwork and controls.

Upon receipt of a high radiation signal from a sensor in the outside air duct, butterfly valves and dampers change position and the outside air plus an equal quantity of recirculated air is directed through the emergency filter, thus maintaining the pressure within the conditioned space and establishing a cleanup mode of operation simultaneously..
The temperature is maintaintM by a room thermostat which cycles either i
che compressor or the electric heating coil within the air conditioning unit upon demand.
The filtration unit contains a 50 percent prefilter, a 99.97 percent I
HEPA filter, plus a carbon filter.
B.
Operations Support Center (OSC) l The southeast corner of the control room bec been designated as the l
operaticns support center for operations and chemistry and health physics personnel. This area is separate from the controls area and provides l
rapid response to requests for operations or chemistry and health physics I
support by the shift supervisor while precluding congestion of the control.

- I area. All other plant support p:rsonnel will report to operations support center areas designated in the plant Service Building. Communications exist between these areas and the controls area. The plant Emergency Plan has been revised to reflect the operational support centers an'd to establish methods of management and lines of comunication as part of the improved emergency preparedness effort.
C.
Emergency Operations Facility (EOF)
Alabama Power Company startup offices have been designated as the interim Emergency Operations Facility for Farley Nuclear Plant. These offices are located on the plant site outside the primary security area. Offices are available to accommodate federal, state and local officials and comunications to the plant and offsite organizations are provided.
The permanent EOF will be located in the Farley Nuclear Plant Employment /
Training / Visitor Center which is presently under construction and is currently scheduled for completion prior to October 1982. The Farley Nuclear Plant Emergency Plan has been revised to incorporate the task functions of those individuals that report to the E0F.
Conceptual ' Design 1.
Location - As stated above the permanent EOF will be located in the downstairs portion of the Employment / Training / Visitor Center which is situated approximately 0.5 miles southwest of the main power block.

Size and Room Layout - The EOF will readily accomodate 60 people for the performance of post-accident monitoring, evaluation of plant status, coordination of damage assessment, technical support, interface

with state, federal, NRC, TSC, OSC and onsite/offsite communications.
Separate areas have been provided for each group of officials and supp0rt organizations. See Enclosure 4 for EOF floor layout and room numbers identified below.
a.
Monitoring and Conference Area - Coordination of damage assessment will be conducted from this area. This area will also include data necessary for dose assessment and evaluation, reference tables, and phones for full comunications capability. Federal and state officials will be located in this area.

Technical Support Area - Area where technical support and licensing issues are coordinated by Alabama Power Company.

Radiation Control Area - This area which consists of the following rooms will be utilized for offsite dose assessment, sample processing, and dosimetry issuance:
(1) Geographic Reference & Communications Room (Room 115)
(2) ChemistryLab(Room 114)
(3) Environmentcl Monitoring and Storage (Room 112)
(4) RespiratorRepair& Storage (Room 111)

Instrument Repair & Calibration Shop (Room 110)
(6) Radiochemistry Counting Room (Room 117) 3.
Construction - The structure will be well engineered for the design life of the plant. The structure will be able to withstand 100 year o -~
recurrence frequency winds and floods. Alabama Power Company Construction Quality Group will verify that all E0F construction features required to meet NUREG-0696 are in accordance with design requirements.
4.
Comunications - Comunications will be provided to contact the NRC, States of Alabama and Georgia, and the Alabama Power Company Corporate l_
Office. A dedicated intercom system will be available between the TSC, the three operations support centers and the EOF. Comercial and Alabama Power Company telecomunications lines will be available for offsite communications. Alabama Power Company security radios will be available in the EOF for offsite dose assessment purposes.
5.
Habitability - The EOF has been designed for a radiation protection factor greater than 5.0.
The E0F ventilation system is composed of '
three separate systems: 1) The upper level system which is an l
isolable variable air volume system with a prefilter, and a HEPA l
filter; 2) the lower level system (E0F) portion is an isolatable constant volume system with HEPA filters; and 3) the RCA system which consists of a draw through air handing unit with HEPA filters..... -. -
Completion Status E0F design has essentially been completed and the construction effort has begun.
Construction completion and EOF operability is presently scheduled prior to October, 1982.
D.
Backup EOF The designated backup EOF will be the APC0 office in Ashford, Alabama which is located between seven and eight miles from the FNP TSC.
Capability for providing continuity of dose prediction will be by the use of company microwave, public telephone and/or mobile radio communications.
Prior to issuance of the NUREG-0654 issuance, the Ashford office was b -~-
considered the backup command center in the event of a plant evacuation in APC0 emergency planning.
