Dear Mr. Gutierrez :
Your letter of Wy 5,1981, received on %y 11, 1 981, in reply to ours of April 25, 1981, raises more questions than it attempts to answer. Intervenors do not expect the NRC Staff Counsel to provide legal research services, no more than we expect your concern to write our briefs. Case law we con find on our own by looking at USC, US Decisions, Federal 2d, Shepard's, etc., which can be found in our Law School Libraries. NRC issuances, however, are not available in Puerto Rico, ex-cept perhaps from Applicant. Yet, we doubt they would make them available to us. We appreciate your kindly informing us how to obtain a digest of NRC Cases. Thus, we-hope that the Nationci Technical Information Service will also have available complete NRC lssuances for any relevant case fror-1974 to date. If not, we may have to invoke the Public Information Act to obtain NRC Issusances, in your letter of %y 5th referred to above, you also incorrectly state that "it seems unlikely this proceeding will continue." Please be advised that until we exhaust all avenues of appeal, this case will continue, and that may take several years, particularly when faced with the non-cooperative attitude assumed by Counsel for NRC Staff lately.
