Background

By application dated April 3,1981, Ceneral Electric Company requested authority to possess and use 10 microcuries of plutonium as standard sources for checking the response of radiation detectors to alpha radi-ation.

Such authorization would take the form of an amendment to their existing license, which was originally issued in 1969 and was renewed in May 1976 for a five year term.

II.

Discussion The licensee's radiation safety program was reviewed and approved prior to issuance of the renewal license in May 1976. Required elements of the safety program are described in Appendix A of the license application.

Appendix A includes the required qualifications of the radiation protection staff, training program, instrument surveillance and other technical i

l requirements of the radiation protection program. That the staff and pro-gram are adequate to deal with the proposed additional radioactive sources has been demonstrated by the operating history of the plant. The scurces are small enough to preclude significant health, safety or environmental effects from their proper use.

1 III. Conclusion l

The GE staff is qualified to handle the proposed additional sources without l

adverse effects. Approval of the authorizing amendment is recommended.
