UNIT 1 - CONTROL E HEAVY LOADS

Dear Mr. Denton:

On January 12, 1981, an NRC letter dated December 22, 1980 from Mr. Darrell G. Eisenhut was received. The purpose of that letter was to request that CG&E review its controls for the handling of heavy loads to determine the extent to which the guidelines of Enclosure 1 to that letter are presently satisfied at the Zimmer Plant, and to identify the changes in modifications that would be required in order to fully satisfy those guidelines.

Enclosure 2 of the NRC letter lists a series of interim actions to be applied for the control of heavy loads. These interim actions are being met ss follows:

1) Equipment removal paths have been defined by our architect engineers and shown on equipment layout drawings. Movements over the reactor vessel, spent fuel pool or safe shutdown equipment is limited to the maximum extent possible.
2) Procedures are being developed to control the handling of heavy loads over or in the proximity to irradiated fuel or safe shutdown equipment. The administrative controls exercised, require specific implementing procedures for the handling of heavy loads over or in close proximity to irradiated fuel on the plant refueling floor. These implementing procedures shall include: identification of required equipment, inspections required before load move-ment, and the handling sequence to be followed including the equipment removal path. These procedures shall be reviewed and approved prior to initial fuel loading.

The movement of heavy loads, other than on the refueling floor, shall be under the control of the maintenance supervisor. The appropriate precautions and equipment removal pat.h shall be defined on the plant work request 810s200/47 I

Zimmer Nuclear Power Station.have received' documented classroom training in the areas of rigging, conduct of-hoisting operations, use of-handsignals and rigging inspection.

cab-operated reactor building crane from the construction j and pre-operational testing period of the plant.

4) All. cranes and. hoists at the Wm. H. Zimmer Nuclear Power a Station, which are under control of the Llectric Production Department. are periodically inspected as required by ANSI

! standby service, by, applying a more than a twice a week-1 usage criteria.

All cranes undergo an undocumented before use inLpection,

and a yearly documented inspection. All regular.use cranes

! or standby use cranes being operated regularly for more than a month, undergo a documented monthly inspection.
